Jeanette ManfraJeanette Manfra

Assistant Director for Cybersecurity, Cybersecurity and Infrastructure Security Agency (CISA), US Department of Homeland Security (DHS)

Jeanette Manfra serves as the Assistant Director for Cybersecurity for the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA). Ms. Manfra leads the Department of Homeland Security (DHS) mission of protecting and strengthening the nation’s critical infrastructure from cyber threats.

Previously, Ms. Manfra served as Assistant Secretary for the Office of Cybersecurity and Communications (CS&C) for the National Protection and Programs Directorate (NPPD) before the agency became CISA on November 16, 2018. Prior to this position, Ms. Manfra served as Acting Deputy Under Secretary for Cybersecurity and Director for Strategy, Policy, and Plans for NPPD.
Ms. Manfra also served as Senior Counselor for Cybersecurity to the Secretary of Homeland Security and Director for Critical Infrastructure Cybersecurity on the National Security Council staff at the White House.

At DHS, she held multiple positions in the Cybersecurity Division, including advisor for the Assistant Secretary for Cybersecurity and Communications and Deputy Director, Office of Emergency Communications, during which time she led the Department’s efforts in establishing the Nationwide Public Safety Broadband Network.

Before joining DHS, Jeanette served in the U.S. Army as a communications specialist and a Military Intelligence Officer.

Gary GagnonGary Gagnon

Chief Security Officer, MITRE, Former Chief Information Security Officer, Amazon

Gary Gagnon is Vice President of Cyber Strategy and Chief Security Officer (CSO) of The MITRE Corporation. In this role, Gagnon leads MITRE’s cyber strategy and is responsible for developing and leading cyber strategy and guiding its execution across MITRE’s work program. As CSO, he directs MITRE's physical and cybersecurity effort, promoting security as a strategic asset in executing the corporate strategy.

Gagnon pioneered the transformation of identifying emerging cyber threats from a vulnerability-based approach to threat-based investigation. He served as vice president MITRE's intelligence programs within the National Security Engineering Center. He is the former director of the National Cybersecurity FFRDC – the first federally funded research and development center solely dedicated to cybersecurity.

Gagnon also led MITRE's support of the FBI’s National Information Protection Center as it grew to include more than 300 staff. He established industry-specific Information Sharing and Analysis Center to ensure industry-wide information sharing about cyber threats.

He led MITRE's efforts to help set and communicate software industry security data standards to fortify vendor products against vulnerabilities. MITRE's open source programs, including Common Vulnerabilities and Exposures (CVE®); Open Vulnerability and Assessment Language (OVAL®); Common Platform Enumeration (CPE™); and Common Configuration Enumeration (CCE™), help government and private industry develop protections for data and information.

From 2016 to 2018, Gagnon held information security leadership positions outside of MITRE. He was senior vice president for global security and chief information security officer at the British satellite communications firm Inmarsat. He also served as vice president and chief information security officer for Amazon.

Prior to joining MITRE, Gagnon worked for Harris Corporation on a variety of software development projects for the DoD. He holds a bachelor's degree in computer science from Fitchburg State University.

Jonathan KatzJonathan Katz

Director, Maryland Cybersecurity Center, Professor of Computer Science, University of Maryland

Jonathan Katz is director of the Maryland Cybersecurity Center and a professor in the Department of Computer Science. He also has a joint appointment in the University of Maryland Institute for Advanced Computer Studies. 

Katz's research interests lie broadly in the areas of cryptography, computer and network security and complexity theory, with his most recent work focusing on secure multi-party computation, database privacy and the science of cybersecurity. He has co-authored the textbook Introduction to Modern Cryptography (2007), which has been used by colleges and universities throughout the world and published more than 100 scientific articles. He has also done extensive consulting work for U.S. government agencies and private corporations, mostly involving cryptographic protocols and algorithms.
